In accordance with articles 16,17 and 20 of the Portuguese Securities Market Code and article 2 of the CMVM Regulation no. 04/2004, EDP - Energias de Portugal, S.A. ("EDP") issues the following legal notice:

Today, Banco Comercial Português, S.A. ("BCP") informed EDP about a decrease of its participation in EDP's share capital as follows:

"Following the disposal by Banco Comercial Português, S.A. of 60,000,000 shares of EDP - Energias de Portugal, S.A., today in the stock exchange market and, in accordance with article 16 of the Portuguese Securities Code and the CMVM General Statement of Opinion on the Attribution of Voting Rights to Pension Funds of May 25, 2006, Banco Comercial Português informs about the shares of the referred company held by the following entities as of December 20, 2007:

Banco Comercial Português, S.A. or related companies in accordance with article 20 of the Portuguese Securities Market Code:

    - Banco Comercial Português, S.A.: 13,256,894 shares corresponding to 0.3626% of the share capital and voting rights
    - Banco Millennium BCP Investimento, S.A.: 779,049 shares corresponding to 0.0213% of the share capital and voting rights
    - Fundação Millennium BCP: 350,000 shares corresponding to 0.0096% of the share capital and voting rights

Fundo de Pensões do Grupo Banco Comercial Português (*): 109,132,700 shares corresponding to 2.9846% of the share capital and voting rights.

Total: 123,518,643 shares, corresponding to 3.3780% of the share capital and voting rights and to 3.3967% of exercisable voting rights, considering 20,094,458 own shares held by EDP as stated in the 3rd quarter of 2007 report.
